Applications are open for the Hong Kong PhD Fellowship Scheme (HKPFS) 2027/28, offering 400 competitive doctoral fellowships to outstanding students from around the world. Established by Hong Kong’s Research Grants Council (RGC), the programme supports talented researchers seeking admission to full-time PhD programmes at eight participating universities.

The fellowship provides a substantial annual living stipend and a separate allowance for conference attendance and research-related travel. Under the published 2026/27 funding rates, recipients receive HK$344,400 per year (approximately US$44,150) in stipend support and HK$14,400 (approximately US$1,840) annually for research-related travel. The rates applicable to 2027/28 should be confirmed when the Research Grants Council publishes its updated award amounts.

Students from Cameroon, Nigeria, Ghana, Kenya, India, Pakistan, Bangladesh and other countries are welcome to apply. There are no nationality restrictions, and applicants can pursue research in fields ranging from engineering and medicine to economics, business, education, social sciences and the humanities.

The initial application deadline is 1 December 2026 at 12:00 noon Hong Kong time. Applicants must subsequently complete separate PhD admission applications to their selected universities, which have a deadline of 11:59 p.m. Hong Kong time on the same day.

This guide explains the scholarship benefits, eligibility requirements, participating universities, application process, research proposal preparation, selection criteria and important deadlines. It also addresses common mistakes that can prevent otherwise qualified candidates from receiving consideration.

What Is the Hong Kong PhD Fellowship Scheme?

The Hong Kong PhD Fellowship Scheme was established in 2009 by the Research Grants Council to attract outstanding doctoral researchers to Hong Kong’s universities.

Rather than being restricted to one institution or a narrow set of research disciplines, HKPFS operates across eight universities. This gives prospective doctoral students an opportunity to identify the institution, department and research environment that best match their interests.

The fellowship recognises more than academic grades. The selection process also considers research ability, future research potential, communication skills and leadership qualities.

That combination is important. A candidate may have an excellent undergraduate or master’s transcript but still need to demonstrate readiness for independent research. Similarly, an applicant with strong research experience must present convincing evidence of academic achievement and the ability to communicate complex ideas.

For the 2027/28 academic year, the Research Grants Council has announced 400 PhD fellowships.

These are competitive awards distributed through a selection process involving participating universities and expert review panels. They are not automatically available to everyone who receives a PhD admission offer.

Hong Kong PhD Fellowship Scheme 2027/28 Benefits

Financial support is one of the programme’s major attractions. Successful fellows receive a living stipend alongside an allowance for research-related travel.

Annual Living Stipend

For the 2026/27 academic year, the RGC publishes an annual stipend of HK$344,400, equivalent to approximately US$44,150.

This represents HK$28,700 per month when divided into 12 equal monthly amounts.

The stipend is intended to support doctoral researchers during their full-time studies.

Applicants should understand that these figures are the officially published 2026/27 rates. Although the 2027/28 competition is open, the information supplied by the RGC continues to identify the stipend figures with the previous academic year.

It would therefore be premature to describe HK$344,400 as a newly confirmed 2027/28 rate.

Conference and Research-Related Travel Allowance

The published 2026/27 research travel allowance is HK$14,400 per year, approximately US$1,840.

This support can help researchers participate in academic conferences and other approved research-related activities.

Conference participation is particularly valuable during doctoral studies because it provides opportunities to present findings, receive feedback, establish academic relationships and become familiar with developments in a research field.

Fellowship Duration

The RGC fellowship provides support for up to three years.

Students enrolled in doctoral programmes that require more than three years may receive additional financial assistance from their chosen universities. However, applicants should check the precise arrangements with the relevant institution.

Scholarship Benefits at a Glance

Benefit Published support
Annual living stipend HK$344,400
Monthly stipend equivalent HK$28,700
Annual conference and research travel allowance HK$14,400
Combined annual stipend and travel allowance HK$358,800
Standard fellowship duration Up to three years
Additional doctoral-year support Subject to university arrangements
Tuition-fee treatment Determined by the university and applicable funding package

The financial amounts above reflect the RGC’s published 2026/27 rates, not a separately confirmed 2027/28 award schedule.

How Much Funding Could a Scholar Receive Over Three Years?

Using the published 2026/27 rates as an illustration:

Funding component Annual amount Three-year equivalent
Living stipend HK$344,400 HK$1,033,200
Research travel allowance HK$14,400 HK$43,200
Combined amount HK$358,800 HK$1,076,400

These calculations show the potential scale of support if the same rates were maintained throughout three years. They are not a guarantee of the total value of a 2027/28 award.

Travel allowances may also be subject to university procedures and approved uses rather than functioning as unrestricted personal income.

Is the Hong Kong PhD Fellowship Scheme Fully Funded?

HKPFS is widely described as a fully funded doctoral opportunity because it provides substantial living support and research travel funding.

Nevertheless, applicants should examine the complete financial offer issued by their chosen university.

The RGC’s standard fellowship description does not itself establish an identical tuition-fee waiver, accommodation benefit or fourth-year funding arrangement at every participating university.

Some universities provide additional awards, tuition support or other benefits to successful fellows. These arrangements can differ by institution.

Before accepting an offer, applicants should confirm the tuition fees payable, any university-funded waiver, expected living costs and the arrangements for any additional year of study.

The research fields shown are illustrative. They do not mean that every department is offering places or accepting HKPFS applicants for every research topic in 2027/28.

How Should Applicants Choose a University?

University reputation can influence an applicant’s initial interest, but doctoral admissions require a more detailed assessment.

A university may be highly regarded overall without having an appropriate supervisor or research group for a particular project.

Consider a student interested in machine learning applications to financial risk management. The applicant should examine research groups in finance, business analytics, computer science and related quantitative disciplines rather than choosing a university solely because it has a well-known business school.

Similarly, someone interested in public health research should identify departments with relevant expertise, available research facilities and academics actively working on comparable problems.

A practical approach is to compare the intended research topic against recent faculty publications, departmental research priorities and the PhD programme’s admission requirements.

Applicants should also consider the university’s expectations concerning research proposals, supervisor contact and academic references.

Hong Kong PhD Fellowship Scheme and HKU Presidential PhD Scholarship

Students interested in the University of Hong Kong should also examine its institutional scholarship arrangements.

The RGC fellowship and the HKU Presidential PhD Scholarship are distinct schemes, although HKU provides additional scholarship benefits to qualifying HKPFS recipients.

For a detailed explanation of the University’s funding package, tuition support, admission process and additional awards, read our guide to the HKU Presidential PhD Scholarship 2027.

Applicants should compare the RGC fellowship conditions with HKU’s institutional award terms rather than assuming that the two schemes provide exactly the same benefits.

Hong Kong PhD Fellowship Scheme 2027/28 Eligibility Requirements

The HKPFS is open to applicants from all countries who are seeking admission as new full-time PhD students at a participating Hong Kong university.

The RGC does not restrict eligibility based on nationality, ethnic background or previous employment experience.

However, candidates must also satisfy the admission requirements of their selected universities and PhD programmes.

1. Applicants Must Be New Full-Time PhD Students

The fellowship targets candidates applying to begin new full-time doctoral studies.

Students already enrolled in a PhD programme should not assume they are eligible to transfer their existing doctoral enrolment into HKPFS funding.

2. Applicants From All Nationalities Can Apply

There is no general nationality restriction.

This means applicants from African countries, including Cameroon, Nigeria, Ghana, Kenya, Uganda, Ethiopia, Rwanda, Tanzania and South Africa, can compete alongside candidates from Asia, Europe, the Americas and other regions.

Nationality alone does not create an advantage or disadvantage under the published general eligibility rules.

3. Strong Academic Performance Is Essential

Academic excellence is the primary consideration in the fellowship selection process.

Candidates should demonstrate that they have performed exceptionally well in their previous studies.

Relevant evidence may include academic transcripts, class rankings, distinctions, prizes and other verifiable academic achievements.

The RGC does not publish one universal minimum GPA that applies to every applicant from every educational system.

A candidate should therefore avoid assuming that a particular CGPA automatically guarantees eligibility or selection.

4. Applicants Must Demonstrate Research Ability or Potential

Doctoral education is fundamentally research-oriented.

Applicants should be able to explain the questions they want to investigate, why those questions matter and how their previous education or experience has prepared them for research.

Previous research experience is valuable, but it may take different forms.

A master’s dissertation, undergraduate thesis, laboratory project, quantitative research assignment, field study or research assistantship may all provide useful evidence, depending on the discipline.

5. Communication and Interpersonal Skills Matter

The RGC explicitly considers communication and interpersonal abilities.

Successful researchers must communicate their work to supervisors, academic audiences and collaborators.

Applicants should therefore prepare to explain their research interests clearly in written materials and, if shortlisted, during interviews.

6. Leadership Qualities Are Considered

Leadership is another published assessment factor.

Applicants may demonstrate leadership through academic initiatives, research teams, student organisations, professional responsibilities or community projects.

Leadership does not necessarily require holding a prestigious title.

What matters is whether the applicant can show meaningful responsibility, initiative or positive contributions supported by credible examples.

7. University-Specific Admission Requirements Still Apply

Eligibility for the fellowship does not automatically mean that an applicant qualifies for every participating university’s PhD programmes.

Departments may have specific requirements concerning previous degrees, academic preparation, language proficiency, research proposals, tests or supervisor arrangements.

Applicants must review these conditions separately.

Is a Master’s Degree Required for HKPFS 2027/28?

The RGC’s general eligibility description does not impose a universal master’s degree requirement on all applicants.

However, individual universities and PhD programmes determine their own academic admission standards.

Some programmes may consider exceptional bachelor’s degree holders for direct PhD admission, while others may expect a master’s degree or additional research preparation.

Candidates should therefore consult the entry requirements for the specific programme they intend to pursue.

A strong bachelor’s degree alone should not be treated as proof of eligibility for every PhD programme.

Is IELTS, TOEFL, GRE or GMAT Required?

The RGC does not prescribe one universal English-language or standardised-test score for all eight universities.

Language and testing requirements depend on the university, programme and applicant’s educational background.

For example, a programme may require an English-language test from applicants whose previous education does not meet its exemption conditions. Another department may request a standardised test or additional evidence of quantitative preparation.

Applicants should not assume that English-medium education automatically guarantees a waiver.

Where a test exemption is available, it must be accepted under the university’s published policy.

Hong Kong PhD Fellowship Scheme 2027/28 Selection Criteria

The RGC evaluates candidates through two broad disciplinary selection panels.

Selection panel Fields covered
Sciences, Medicine, Engineering and Technology Scientific, medical, engineering and technological research
Humanities, Social Sciences and Business Studies Humanities, social sciences, business and related research

Academic excellence remains the primary consideration, but the selection panels also examine research ability, communication and interpersonal skills, and leadership qualities.

What Makes a Competitive HKPFS Applicant?

A competitive application should present a coherent picture of the candidate’s academic development and research potential.

Consider two hypothetical applicants.

The first has excellent grades but submits a vague research statement, cannot explain why the chosen department is suitable and provides little evidence of research preparation.

The second also has strong grades but clearly identifies a research problem, demonstrates relevant methodological preparation and explains how the proposed project connects with the work of academics at the chosen university.

Both may satisfy the general academic expectations, but the second applicant communicates research readiness more convincingly.

This does not establish how the RGC will rank individual candidates. It illustrates why strong grades should be supported by a carefully developed doctoral application.

How to Prepare a Strong Research Proposal for HKPFS

Research proposals can be particularly challenging for applicants who are moving from coursework-based degrees into doctoral research.

The first step is to understand what the intended department actually requires. Some programmes ask for a detailed proposal, while others request a shorter research statement or an outline of interests.

Applicants should follow the specific format and length requirements rather than submitting a generic document to every university.

Identify a Research Problem, Not Just a Broad Topic

A broad interest such as artificial intelligence in healthcare is not yet a well-defined doctoral research question.

The applicant should identify a narrower problem that can be investigated using appropriate data, methods and theoretical foundations.

For example, a candidate might be interested in the reliability of machine-learning models for predicting patient outcomes across different hospital populations.

That is a more researchable direction than simply proposing to study artificial intelligence and medicine.

Read Relevant Academic Literature

A proposal should demonstrate familiarity with existing research.

Applicants can begin with several recent and influential publications, identify what researchers have already established and determine which questions remain unresolved.

The objective is not to claim that no one has ever investigated the topic.

It is to explain what the proposed study could contribute.

Establish Methodological Feasibility

A research question may be interesting but impossible to investigate with the available resources.

Candidates should consider whether suitable data, laboratory facilities, field access, analytical methods or other research inputs are realistically available.

For quantitative projects, this might involve identifying possible datasets, statistical methods and anticipated limitations.

For qualitative projects, it may require considering access to participants, ethical approval and the suitability of interviews, observation or documentary analysis.

Connect the Proposal to the Department

A convincing proposal should explain why the intended university is an appropriate environment for the research.

This connection may involve faculty expertise, relevant research groups, facilities or methodological strengths.

Applicants should avoid generic claims that a university is prestigious or internationally recognised.

Those statements do little to establish a genuine academic fit.

How to Contact Potential PhD Supervisors

Supervisor contact can be useful, particularly when a university or department encourages applicants to identify prospective supervisors before submitting an application.

However, requirements differ across the eight institutions.

Applicants should first determine whether the department expects prior supervisor contact, permits it or prefers candidates to apply through a central admissions process.

Where contact is appropriate, a well-prepared email should demonstrate familiarity with the academic’s research.

Reading three to five relevant publications can help an applicant identify meaningful connections between their proposed topic and the professor’s existing work.

The message should briefly introduce the applicant’s academic background, describe the proposed research direction and explain why the professor’s expertise is relevant.

Avoid sending identical emails to dozens of academics.

A professor who works on financial econometrics, for example, is unlikely to be persuaded by an email discussing only a general interest in finance without a clear research connection.

Applicants should also avoid presenting an informal expression of supervisory interest as a guarantee of admission or scholarship funding.

How to Apply for the Hong Kong PhD Fellowship Scheme 2027/28

The application process has two compulsory stages.

First, applicants submit an initial application through the Research Grants Council’s electronic system. They then submit full PhD admission applications directly to their selected universities.

Step 1: Research the Eight Participating Universities

Identify universities offering PhD programmes relevant to your academic qualifications and research interests.

Examine departmental research areas, admission conditions and the availability of suitable supervision.

Step 2: Select Up to Two Programmes

Applicants may choose a maximum of two programmes or departments across one or two participating universities.

For example, a candidate could select two departments at the same university or one programme at each of two different universities.

The choices should be academically defensible.

Selecting two unrelated programmes simply to increase the number of applications may make it difficult to prepare convincing research statements.

Step 3: Complete the RGC Initial Application

Submit the initial application through the Hong Kong PhD Fellowship Scheme Electronic System (HKPFSES).

The initial application period opened on 1 September 2026 at 12:00 noon Hong Kong time.

Applicants must complete this stage before the deadline of 1 December 2026 at 12:00 noon Hong Kong time.

Step 4: Obtain Your HKPFS Reference Number

After completing the initial application, applicants receive an HKPFS Reference Number.

This number is essential because it connects the RGC fellowship application with the subsequent university admission applications.

Keep the reference number and relevant application credentials securely.

Step 5: Submit Full PhD Applications to Your Selected Universities

The initial RGC application is not a substitute for university admission.

Applicants must separately complete the full admission procedures required by their chosen universities and programmes.

They should quote their HKPFS Reference Number in the relevant university application.

Step 6: Upload the Required Documents

Prepare and submit the documents requested by each university.

These may include transcripts, degree certificates, research proposals, academic references, language-test results and other programme-specific materials.

The precise requirements are not identical across all universities.

Step 7: Complete the University Applications Before Their Deadlines

For the 2027/28 competition, the eight participating universities list a deadline of 1 December 2026 at 11:59 p.m. Hong Kong time.

Although this is later than the RGC initial application deadline, applicants should not leave their university applications until the final hours.

Step 8: Prepare for Possible Interviews

The participating universities conduct interviews as part of the assessment process.

Shortlisted applicants may be asked about their academic background, research interests, previous projects and reasons for choosing the programme.

Step 9: Await the Fellowship Outcome

Applications proceed through university assessment and the RGC’s competitive selection process.

The final award decision is separate from ordinary university admission.

HKPFS 2027/28 Deadlines for All Eight Universities

The official RGC application information lists the following deadlines.

The University of Hong Kong 1 December 2026, 11:59 p.m. HKT

Critical distinction: The RGC initial application closes at 12:00 noon, whereas university applications close at 11:59 p.m. on the same date.

Both times refer to Hong Kong time (UTC+8).

Applicants living abroad must convert these deadlines accurately to their local time zones.

Documents to Prepare for HKPFS Applications

Although the RGC initial application and university admission processes have different requirements, applicants should begin gathering their materials early.

Document Purpose
Academic transcripts Evidence of academic performance
Degree certificates Verification of previous qualifications
Research proposal or statement Explanation of research interests and plans
Academic CV Summary of education, research and relevant achievements
Academic recommendation letters Independent assessment of academic and research potential
English-language evidence Required where applicable under university rules
Publications or research outputs Additional evidence of research experience, where available

This is a general preparation checklist rather than a universal list of mandatory uploads. Applicants must follow the requirements published by each selected university.

Common HKPFS Application Mistakes to Avoid

Completing Only the RGC Initial Application

This is one of the most consequential misunderstandings.

An applicant who submits the initial fellowship form but fails to complete the university admission application has not fulfilled the full application process.

Missing the Noon Deadline

The RGC deadline is at 12:00 noon Hong Kong time, not midnight.

Applicants who confuse the two deadlines risk missing the initial application even if the university’s admission portal remains open later that day.

Choosing Universities Without Research Alignment

Applicants should not select universities solely because they appear highly ranked.

Doctoral study requires a research environment suited to the proposed project.

Submitting Generic Research Statements

A research statement that could be sent unchanged to any university may fail to demonstrate why the applicant belongs in the chosen department.

Specificity matters, but it should be grounded in genuine academic interests and actual departmental expertise.

Ignoring Referee Deadlines

Academic referees may need time to prepare recommendations or submit confidential references through university systems.

Applicants should contact referees early and communicate the relevant deadlines.

Assuming Publications Are Mandatory

Research publications may strengthen an application, but the RGC’s general eligibility criteria do not establish a universal requirement for applicants to have published journal articles.

Candidates without publications should concentrate on presenting credible evidence of research potential.

Misunderstanding Funding Arrangements

Applicants should distinguish the RGC stipend from additional university-specific financial benefits.

Do not assume that every participating university provides an identical package beyond the standard fellowship.

What Happens If You Are Not Selected for HKPFS?

Failure to receive an HKPFS award does not automatically mean that a candidate has been rejected for PhD admission.

The RGC explains that universities may still admit unsuccessful HKPFS candidates through their regular doctoral admission procedures.

These candidates may also receive postgraduate studentships or other financial support from the universities concerned.

This is an important reason to prepare a strong university application rather than treating the RGC fellowship as the only possible outcome.

The availability and amount of alternative funding depend on the university and the individual admission decision.

Other Funded PhD Opportunities to Consider

Applicants interested in funded doctoral study beyond Hong Kong can also explore the SENSS ESRC Studentships 2027/28 in the United Kingdom.

That programme supports eligible social science research across eight UK universities, with full tuition coverage and a maintenance stipend. It has a different disciplinary focus, application structure and selection process, making it a relevant alternative for candidates whose research interests align with the social sciences.

Why Consider Hong Kong for PhD Research?

Hong Kong’s universities offer doctoral training across a broad range of disciplines, supported by international academic collaborations and research environments.

For some students, its geographical position in Asia can also provide access to regional research networks, industries and institutions relevant to their studies.

The benefits of a particular doctoral programme, however, depend on the department and the proposed research.

A candidate in biomedical science may place particular importance on laboratory infrastructure and research collaborations, while someone in economics may focus on faculty expertise, doctoral coursework, data access and opportunities to present research.

Applicants should evaluate these academic factors alongside funding, housing, living costs and future career plans.

Final Thoughts

The Hong Kong PhD Fellowship Scheme 2027/28 is a major opportunity for academically outstanding students seeking doctoral research funding in Asia.

With 400 fellowships available across eight universities, the programme offers applicants a broad range of academic disciplines and research environments. Its substantial stipend and research travel allowance can provide meaningful support throughout the initial three years of doctoral study.

The competition is demanding, however. Academic excellence is central to selection, and applicants must also demonstrate research potential, communication skills and leadership qualities.

A successful application begins with choosing the right PhD programme, understanding its admission requirements and developing a credible research direction. Applicants should identify relevant faculty expertise, prepare their documents early and ensure that their academic referees have sufficient time to provide recommendations.

Most importantly, candidates must complete both application stages: the RGC initial application and the separate university admission applications.

The deadline for the initial HKPFS application is 1 December 2026 at 12:00 noon Hong Kong time.
